Exclusive: The Controversy Over Governor Eno’s N20 Billion Private Jet Budget By Sharon Marcus

In recent days, Akwa Ibom State has been at the center of a financial storm following revelations that Governor Umo Eno’s administration allocated ₦20 billion for the repair and maintenance of the state-owned private jet. This decision has sparked widespread public outrage and raised questions about fiscal responsibility, transparency, and the state government’s priorities.

Genesis of the Controversy

The controversy began when a document titled “Items of Interest Added in Akwa Ibom State 2024 Revised Budget” revealed the inclusion of ₦20 billion under the “Revised Budget” subhead for the repairs and maintenance of the state aircraft (Governor’s private jet).

Initially, ₦8 billion was budgeted for the repairs and maintenance of the aircraft. This figure was later adjusted to ₦12 billion before being further increased to ₦20 billion. The staggering figure immediately drew criticism from civil society organizations and concerned citizens who questioned the necessity and prudence of such an expenditure.

Comparative Analysis: National and State Expenditures

To put the budget allocation into perspective, the Federal Government of Nigeria allocated ₦20.5 billion for the maintenance of the entire presidential fleet in its 2024 budget. This fleet comprises multiple aircraft used for national and international assignments. In contrast, Akwa Ibom’s allocation of a similar amount for just one state-owned aircraft appears extravagant and raises red flags about financial management.

Public Concern for Accountability and Transparency

The revelation triggered a wave of public criticism from individuals as well as civil society organizations over the state government’s priorities. Inibehe Effiong, a prominent Akwa Ibom-born activist and human rights lawyer, did not mince words in his condemnation. “Only a thief will budget ₦20 billion for ‘Repairs & Maintenance of State Aircraft’ in a state with alarming unemployment and mass hunger,” Effiong stated. 

“How can a governor contemplate spending the sum of N20 billion on maintenance of a single private jet amid the growing economic crisis? This is in addition to other outrageous, dubious and crazy budgetary allocations that billions have been earmarked for”.he added. His comments captured the sentiments of many who view the expenditure as a misallocation of resources.

Government’s Position

Responding to the concerns raised, the Permanent Secretary of the Ministry of Finance, Mr. Mark Umoh, addressed the media, emphasizing the state government’s achievements. “The state has achieved a 79.1 percent performance in the 2024 budget execution and implementation,” Umoh said.

“In the course of budget implementation, the state has been publishing the Budget Performance Report on a quarterly basis as part of promoting transparency and accountability in government financial management, in line with accepted best practices,” he added.

Despite these justifications, critics remain unconvinced, arguing that the state’s pressing needs in sectors such as healthcare, education, and infrastructure should take precedence.

Independent Investigation and Expert Opinions

Financial experts have weighed in on the controversy, calling for an independent audit of the state’s expenditures. “A thorough cost-benefit analysis should be conducted to determine whether maintaining the aircraft is financially sustainable,” Mr. Anthony Henry, Financial expert suggested.

Policy Alert, a non-governmental organization advocating for fiscal transparency, has over the years called for increased scrutiny of the state’s budgetary allocations. “Transparency and accountability are non-negotiable when it comes to public funds,” the organization stated.

Way forward

The ₦20 billion private jet budget controversy has highlighted the importance of prudent financial management and the need for government actions to align with the needs and aspirations of the populace. While the government’s swift response aims to clarify its stance, underscores the necessity for continuous engagement with civil society and the public. As the administration progresses, maintaining open communication channels and upholding accountability will be crucial in fostering public trust.
